Pursuant to Pest Control Products Act CAP 346 and the Pest Control Products (Registration) Regulations of 1984 (Rev.2012) on safeguarding human health and environment, the Board of Management of the Pest Control Products Board banned the use of Parathion in 2005. The PCP Act CAP 346 and the Pest Control Products (Registration) Regulations of 1984 (Rev.2012) empowers the Board to refuse approval of use of a pest control product if the use of the pest control product would lead to an unacceptable risk to public health, plants, animals, or the environment. The Board may also revoke any existing registration if new information becomes available that renders the pest control product unsafe or dangerous.
The final decision of no consent to import was informed by the decision guidance document (DGD) on Parathion that was communicated to designated national authorities on 1st February 2005 in accordance with Articles 7 and 10 of the Rotterdam Convention, and by supporting information from notifying countries of Australia and the European Community.
From the information sources, it was concluded that the use of parathion presents an unacceptable risk to human health and the environment. In human health consideration parathion was observed to present unacceptable occupational risk of harm to operators and workers. The risk assessment found that the health risk to workers during ground spraying (airblast, electrostatic and boom spraying) of parathion products using prevailing practices in all crops was not supported. The OHS risk assessment concluded that field workers were at risk when re-entering parathion treated areas. Re-entry restrictions on parathion product labels at the time of the assessment were inadequate. The acceptable exposure levels for operators (AOEL) were exceeded in all scenarios of exposure. Even if traditional personal protective equipment (PPE) were to be worn, the AOEL would have still been exceeded in exposure scenarios of tractor-mounted and hand-held applications in high crops.
Parathion also poses an unacceptable risk to non-target organisms. Based on the registered uses of parathion in EU, high risks were identified for aquatic invertebrates after acute and chronic exposure to the substance and for fish after chronic exposure. Risks were unacceptable when using buffer zones of 5 and 15 meters between the arable crop and the adjacent surface water bodies. In addition, unacceptable risks were identified for bees and birds.
