In article 2 of this Proclamation stated that this article has the objective to define the 17 industrial chemicals that listed in annex III of the Rotterdam Convention as restricted chemicals and registration for using in an industrial sector of the Kingdom of Cambodia to protect safely and human health, animals and environment.

The Prohibition of Certain Toxic Substances Regulations, 2005 (SOR/2005-41) (http://laws-lois.justice.gc.ca/eng/regulations/SOR-2005-41/index.html) under the Canadian Environmental Protection Act, 1999 (CEPA 1999) (http://laws-lois.justice.gc.ca/eng/acts/C-15.31/index.html) prohibit the manufacture, use, sale, offer for sale and import of certain toxic substances, including Polybrominated Biphenyls, that appear on the list of toxic substances in Schedule I to CEPA 1999.
These Regulations do not apply to the import of Polybrominated Biphenyls for use in a laboratory for scientific research purposes, in a laboratory for analysis, or as a laboratory analytical standard. Import for these purposes is outside of the scope of the Convention as per Article 3.

Legislative or administrative measures:
Colombia is not and has not been a manufacturer of polybrominated biphenyls (PBBs); according to the import and export records of the BACEX database, it was found that for the last 10 years (2007-2016), there were no import and export records under tariff sub-item 2903993100 corresponding to polybrominated biphenyls (PBBs).
The management of PBBs is covered by Act 1196 of 2008, considering that the country is a Party to the Stockholm Convention, which was approved in Colombia through Act 1196 of 2008. Its instrument of ratification was deposited on October 22 of the same year. Therefore, the Convention entered into force for the country on January 20, 2009. It was declared enforceable by Constitutional Court Decision C-944/08.

Conditions for import:
Within the Community, the placing on the market and use of PBB is prohibited in textile articles, such as garments, undergarments and linen, intended to come into contact with the skin. There is a total prohibition on PBB in Austria. No consent is given to imports of hexabromo-1,1'-biphenyl.

Within the Community, the placing on the market and use of PBB is subject to Regulation (EC) No 1907/2006 of the European Parliament and of the Council of 18 December 2006 concerning the registration, evaluation, authorization and restriction of chemicals (REACH), establishing a European Chemicals Agency, amending Directive 1999/45/EC and repealing Council Regulation (EEC) No 793/93 and Commission Regulation (EC) No 1488/94 as well as Council Directive 76/769/EEC and Commission Directives 91/155/EEC, 93/67/EEC, 93/105/EC and 2000/21/EC (OJ L 396,30.12.2006, p. 1). It is prohibited in textile articles, such as garments, undergarments and linen, intended to come into contact with the skin.
Member States that do not consent to import: Austria (there is a total prohibition on PBB (Verordnung Ober das Verbot von halogenierten Stoffen, Federal Law Gazette 1993/210)).
No consent is given to imports of hexabromo-1,1'-biphenyl since any production, placing on the market and use of this substance is prohibited. The chemical, whether on its own, in preparations or as a constituent of articles, was banned by Regulation (EC) No 850/2004 of the European Parliament and of the Council of 29 April 2004 on persistent organic pollutants and amending Directive 79/117/EEC (OJ L 229, 29.6.2004, p.5).

Remarks:
Guinea has a certain number of plastic factories, of foam and painting that use diverse chemical agents like raw materials, between which the PBB could be found. This product imported and used in the industrial units under diverse commercial names, is very bad t known by the workers and the populations in general.
In quality of substitute of the PBB, there is a possibility that fractions of PBB exist in the oil remainders of PBB that are in some electrical mining and central societies of the sector. The workers of these industrial units are regularly exposed to these products and dangerous remainders with the risks and dangers that it means for their health, their families' and the environment. The Government, finding a lack of instruments for the characterization, evaluation of the toxicity, ecotoxicity, cancerigenocity, etc, of these industrial products and their remainders, with the purpose of restricting the field of use of all the forms of PBB and to reduce the exhibition of the populations, workers and of the environment, etc, decided to classify this product PIC in the national list of chemical substances strictly regulated (Annexed II of the A/2001/4784/decisionMMGE/26 SGG of October 2001, until a final decision is taken on this matter.

Remarks:
In 1996 the Ministry of Health adopted a list of banned and restricted chemicals, after consulting the international agencies and authorities to improve control of chemicals entering the market. The list was updated in 2001. This chemical was included in the list in 1996 as a banned chemical.
Yet the monitoring system is not functioning as it should, and sometimes some chemicals may enter the market without referring to the Ministry of Health for permission.

Government Decision (GD) No 347/27.03.2001 (published in O.J. no 236/7 April 2003; into force starting 1 July 2005) regarding the restriction of placing on the market and of the use of some certain dangerous chemical substances and preparations transposed the European Council Directive no 76/769/EEC of 12 July 1976 on the approximation of the laws, regulations and administrative provisions of the Member States relating to restriction on the marketing and use of certain dangerous substances and preparations and establishes the restrictions to the placing on the market and to the use of substances, groups of substances and the dangerous chemicals preparations presented in its Annex No 1, with the purpose of ensuring the health protection of the population and environment. This GD establishes severe restrictions on the use of PBBs. PBBs may not be used in textile articles, such as garments, undergarments and linen, intended to come into contact with the skin.
2. Government Decision No 173/13.03.2000 for the regulation of the special management and control regime of polychlorinated biphenyls and other similar compounds transposed the European Council Directive No 96/59/EC on the disposal of PCB/PCT.
In order to avoid negative impacts on human health, goods and the environment, polychlorinated biphenyls (PCBs) and similar compounds, hereinafter called designated compounds, shall be subject to a specidal management and control regime, established by this Decision.
The provisions of this Decision shall apply to all equipment and waste or other materials containing the designated compounds in concentrations of at least 50 parts per million (ppm) in a volume of more than 5 dm3. Minimal values, of 50 ppm for concentration and of 5 dm3 for volume, respectively, of the designated compounds shall be included together under the name of minimal quantities. For power capacitors the volume of designated compounds shall be calculated as total volume of all the elements in a set.

And also manufacturing/production, marketing (including import) and use of Hexabromobiphenil (as substance, in the mixture and as a constituent of articles) were banned according to the By-law on Persistent Organic Pollutants (Official Gazette no. 30595 dated 14.11.2018) by the Ministry of Environment and Urbanization. Therefore no consent is given to imports of Hexabromobiphenil.
