The chemical was excluded from Annex I to Council Directive 91/414/EEC concerning the placing of plant protection products on the market and authorizations for plant protection products thus had to be withdrawn by 25 July 2003 (Commission Regulation 2076/2002 of 20 November 2002 (OJ L 319, 23.11.2002, p.3) extending the time period referred to in Article 8(2) of Council Directive 91/414/EEC and concerning the non-inclusion of certain active substances in Annex I to that Directive and the withdrawal of authorizations for plant protection products containing these substances).

Article (4) It is prohibited to register any pesticide of the following pesticides: 1. Banned pesticides in Palestine. 2. Banned pesticides in the origin country for health or environmental reasons. 3. Pesticides classified by the World Health Organization and the US Environmental Protection Agency as containing chemicals that cause cancerous tumors, congenital malformations, genetic mutations or highly toxic to humans or animals. 4. Pesticides that cause contamination of groundwater.
4. The national scientific committee of agricultural pesticides adopt national Guide list of agricultural pesticides allowed to be used in state of Palestine.
5. The National Technical Committee for the Management of Chemicals and Hazardous Wastes reviewed the chemicals have been listed in Annex III of the Rotterdam Convention and Stockholm convention and adopted import responses.

Chlorobenzilate is not on the list of active substances to be examined under the EU review programme (Annex II of the COMMISSION REGULATION (EC) No 1451/2007 on the second phase of the 10-year work programme referred to in Article 16(2) of Directive 98/8/EC of the European Parliament and of the Council concerning the placing of biocidal products on the market).
The Swiss Ordinance on Biocide Products (entered into force in May 2005) adopts the same biocide active ingredients as the EU. Chlorobenzilate is not authorized in biocide preparations.
