Actually, we are on preparation phase of the relevant legislation on chemicals. For this reason, Ministry of Environment of Albania has decided to prohibit the import of Perfluorooctane sulfonic acid, perfluorooctane sulfonates, perfluorooctane sulfonamides and perfluorooctane sulfonyls until the relevant legislation will be adopted.

Remarks:
On October 22, 2003 the Republic of Armenia ratified Rotterdam and Stockholm Conventions. Armenia has not legislation for the ban on export or import of perfluorooctane sulfonic acid perfluorooctane sulfonates, perfluorooctane sulfonamides and perfluorooctane sulfonyls in the country yet. The Law On Chemicals is under preparation, after its adoption decrees, governmental decisions about prohibition of hazardous chemicals will be approved.

Conditions for import:
1. The import, production, placing on the market and use shall be allowed for substances and mixtures when concentrations of PFOS as impurity are equal to or below 10mg/kg (0,001 % by weight).
2. The import, production, placing on the market and use shall be allowed for semi-finished products or articles or parts thereof, if concentration of PFOS is lower than 0,1% by weight, calculated with reference to the mass of structurally or micro-structurally distinct parts that contain PFOS, or for textiles or other coated materials, if the amount of PFOS is lower than 1 g/m2 of the coated material.
3. If the quantity released into the environment is minimized, production and placing on the market of PFOS is allowed for the following specific uses:
a) until 26 August 2015, wetting agents for use in controlled electroplating systems,
b) for photoresists or anti-reflective coatings for photolithography processes,
c) for photographic coatings applied to films, papers or printing plates,
d) for mist suppressants for non-decorative hard chromium (VI) plating in closed loop systems,
e) for hydraulic fluids for aviation.
Legislative or administrative measures:
1. The import, production, placing on the market and use of these substances, mixtures and articles containing these substances is prohibited, so as their export.
2. By way of derogation of paragraph 1, the import, production, placing on the market and use shall be allowed for substances and mixtures when concentrations of PFOS as impurity are equal to or below 10 mg/kg (0,001 % by weight).
3. Production, placing on the market and use shall be allowed for semi-finished products or articles or parts thereof, if concentration of PFOS is lower than 0,1 % by weight, calculated with reference to the mass of structurally or micro structurally distinct parts that contain PFOS, or for textiles or other coated materials, if the amount of PFOS is lower than 1 g/m2 of the coated material.
4. Use of articles already in use before entry into force of this rulebook/decision containing PFOS as a constituent of such articles shall be allowed.
5. If quantity released into the environment is minimized, production and placing on the market of PFOS is allowed for the following specific uses:
a) until 26 August 2015, wetting agents for use in controlled electroplating systems,
b) for photo resists or anti-reflective coatings for photolithography processes,
c) for photographic coatings applied to films, papers or printing plates,
d) for mist suppressants for non-decorative hard chromium (VI) plating in closed loop systems,
e) for hydraulic fluids for aviation.
Progress Report on elimination of PFOS for uses referred to in points 4a), 4b), 4c) and 4d) shall be submitted to the Ministry of Health and Social Welfare of the Republic of Srpska every fourth year by 1st March the latest.
6. As soon as new information on details of uses and safer alternative substances or technologies for the uses in points (b) to (e) becomes available:
(a) the uses of PFOS will be phased out as soon as the use of safer alternatives is technically and economically feasible,
(b) a derogation can only be continued for essential uses for which safer alternatives do not exist and where the efforts undertaken to find safer alternatives have been reported on,
(c) releases of PFOS into the environment have been minimized by applying best available techniques (BAT).
7. As the analytical test methods for demonstrating the conformity of substances, mixtures and articles to paragraphs 2 and 3 European or BAS standards shall be used.

Brazil is Party of the Stockholm Convention, ratified by the Legislative Decree 204/2004. Sulfluramid is registered as pesticide in Brazil.

Remarks:
These chemicals are not produced in Burkina Faso but they are imported. The products can be imported temporarily until studies are conducted.
At the moment there are no specific regulations for industrial chemicals but the Environmental Code states that we must take all measures for rational use of chemicals.

. PFOS is incidentally present [subsection 6(1) of the Regulations];
. it is designed for use in photoresists or anti-reflective coatings for photolithography process or photographic films, papers and printing plates [paragraph 6(2)(a) of the Regulations].
The use and import of PFOS is permitted in aqueous film forming foam present in a military vessel or military fire-fighting vehicle contaminated during a foreign military operation [subsection 6(2.1) of the Regulations].

Remarks:
The Regulations do not apply to any toxic substance that is:
a) contained in a hazardous waste, hazardous recyclable material or non-hazardous waste to which Division 8 of Part 7 of CEPA applies;
b) contained in a pest control product as defined in subsection 2(1) of the Pest Control Products Act;
c) present as a contaminant in a chemical feedstock that is used in a process from which there are no releases of the toxic substance and on the condition that the toxic substance is destroyed or completely converted in that process to a substance that is not a toxic substance set out in either Schedule 1 or 2 of the regulations; or
d) to be used in a laboratory for analysis, in scientific research or as a laboratory analytical standard.

Conditions for import:
The use of PFOS and its salts and PFOSF and its derivatives has largely decreased after the phase-out by major manufacturers. In Colombia, the domestic manufacturing is not referenced; no specific import data are available neither, given that the existing tariff subheadings are not broken down specifically by perfluorinated compounds.
In 2009, perfluorooctane sulfonic acid (PFOS), its salts and perfluorooctane sulfonyl fluoride (PFOSF), were listed as POP substances under the Stockholm Convention. PFOS and its salts and PFOSF and its derivatives are listed in Annex B of the Stockholm Convention with exceptions. In this context and considering that Colombia is Party to the Stockholm Convention, the import of chemicals is allowed only for the following uses with acceptable purposes and specific exemptions under the Stockholm Convention:

There is no specific prohibition regulation, therefore the management of PFOS, its salts and PFOSF and its derivatives is covered by Act 1196 of 2008, considering that the country is a Party to the Stockholm Convention, which was approved in Colombia through Act 1196 of 2008. Its instrument of ratification was deposited on October 22 of the same year, therefore the Convention entered into force for the country on January 20, 2009. It was declared enforceable by Constitutional Court Decision C-944/08.

Conditions for import:
Imports of perfluorooctane sulfonic acid and its derivatives (PFOS) must be in compliance with Regulation (EU) 2019/1021 of the European Parliament and of the Council of 20 June 2019 on persistent organic pollutants (OJ L 169, 25.06.2019, p. 45), which sets out the following:
1. The production, placing on the market and use of PFOS, whether on their own, in mixtures or as constituents of articles, shall be prohibited.
2. The prohibition shall not apply to PFOS occurring as an unintentional trace contaminant in substances, mixtures or articles, provided that
(a) concentrations of PFOS are equal to or below 10 mg/kg (0,001 % by weight) when it occurs in substances or in mixtures or
(b) concentrations of PFOS in semi-finished products or articles, or parts thereof, are lower than 0,1 % by weight calculated with reference to the mass of structurally or micro-structurally distinct parts that contain PFOS or, for textiles or other coated materials, if the amount of PFOS is lower than 1 g/m 2 of the coated material.
3. If the quantity of PFOS released into the environment is minimised, production and placing on the market is allowed for the following specific uses provided that Member States report to the Commission every four years on progress made to eliminate PFOS:
- mist suppressants for non-decorative hard chromium (VI) plating in closed loop systems.
Legislative or administrative measures:
In the Union, the manufacturing, placing on the market and use of perfluorooctane sulfonic acid and its derivatives (PFOS) are prohibited pursuant to Regulation (EU) 2019/1021 of the European Parliament and of the Council of 20 June 2019 on persistent organic pollutants (OJ L 169, 25.06.2019, p. 45). However, that Regulation allows for specific exemptions, which are outlined in section 4.3.

Import of Perfluorooctane sulfonamides is subject to examination under the Law Concerning the Examination and Regulation of Manufacture, etc. of Chemical Substances, when the chemical substance to be imported is a new chemical substance in Japan.
There is no specified condition for importing products in which Perfluorooctane sulfonamides are used.
Legislative or administrative measures:
The following chemicals are designated as Class I Specified Chemical Substances under the Law Concerning the Examination and Regulation of Manufacture, etc. of Chemical Substances (or the Chemical Substances Control Law (CSCL)). The prohibitions mentioned above do not apply to the following items, or to substances or preparations needed to manufacture them:
a.photoresists or anti-reflective coatings for photolithography processes;
b.photographic coatings applied to films, papers, or printing plates;

Any person who uses PFOS or substances and preparations containing PFOS as
specified in the paragraph above must provide the Federal Office for the Environment by 30 April of each year with the following information in respect of the previous year:
a.the name of the substance or preparation and the name of the supplier;
b.the quantity of PFOS used, expressed in kilograms;
c.information on the purpose for which PFOS have been used;
d.the amount of PFOS released into the environment during their use, expressed in kilograms;
e.information on the potential for avoiding the use of PFOS.
Switzerland notified the derogations mentioned in the first paragraph above as acceptable purpose under the Stockholm Convention.

Perfluorooctane sulfonic acid, perfluorooctane sulfonates, perfluorooctane sulfonamides and perfluorooctane sulfonyls are not entered in the list of registered chemicals in Montenegro, and is not on the list of active substances permitted for use in the plant protection plan for 2018 and 2019.
Uses of this substance are prohibited under Decree on prohibited and permitted methods of use, manufacture, and placing on the market of chemicals that present unacceptable risk to human health and the environment which fully transposed Annex XVII of REACH regulation.
New Zealand Final decision No consent to import 12/12/2022
Legislative or administrative measures:
Perfluorooctane sulfonic acid (CAS No: 1763-23-1), its salts, and any derivatives of the formula C8F17SO2X, where X = halide, amide, esters, and other derivatives including polymers is listed as a persistent organic pollutant (POP) in Schedule 2A of the Hazardous Substances and New Organisms Act 1996 (HSNO Act). This listing covers all the PFOS related substances listed in Annex III of the Rotterdam Convention. Under section 25A of the HSNO Act it is prohibited to be imported or manufactured or used. This includes manufactured articles containing this substance. Exceptions apply to the import or manufacture of small quantities for use as an analytical standard or for research and development in a laboratory, or the import for environmentally sound disposal, or where it is present as an unintentional trace contaminant in products and articles. An 'articles in use' notification has been made to the Secretariat of the Stockholm Convention for articles where PFOS or PFOS-related substances had been used to provide oil and water resistance to materials such as textiles, upholstery, carpets, apparel, and paper and packaging. It has also been used in firefighting foams and hydraulic fluids.
Remarks:
Perfluorooctane sulfonic acid, perfluorooctane sulfonates, perfluorooctane sulfonamides, and perfluorooctane sulfonyls are also listed in Schedule 1: Stockholm chemicals and Schedule 2: Rotterdam chemicals of the Imports and Exports (Restrictions) Prohibition Order (No 2) 2004. It may not be exported unless a permit is issued by the Environmental Protection Authority, which is subject to particular conditions and restrictions.
Niger Interim decision 12/06/2014
Nigeria Final decision Consent to import only subject to specified conditions 12/06/2020
Conditions for import:
I. Severely restricted (same conditions as found in Part III of Annex B under Stockholm Convention (SC)).
II. Acceptable use/purpose (same acceptable purposes in accordance with Part I of Annex B under SC).
Ill. Specific exemptions (same conditions under SC) include- metal plating (hard-metal plating) only in closed-loop systems; firefighting foam for liquid fuel vapour suppression and liquid fuel fires in installed systems.

North Macedonia Final decision Consent to import only subject to specified conditions 12/06/2015
Conditions for import:
1. It is allowed production, marketing and use of compounds and mixtures containing as impurity PFOS in concentration equal to or less than 10 mg / kg (0,001% m/m).
2. It is allowed production, marketing and use of semi finished products or parts thereof if the concentration of PFOS is equal to or greater than 0,1% (m/m), calculated on the weight of the structural or micro-structural different parts that contain PFOS or if the amount of PFOS in textiles and other coating materials is equal to or greater than 1g/m2 of coating materials.
3. SRPS standards for determining the amount of PFOS are used as analytical methods for proving the compliance of substances, mixtures and products with the requirements referred to in point 1 and 2.
4. Products containing PFOS, which are placed on the market before August 25, 2010, may continue to be used.
5. It is allowed production and marketing of PFOS if the amount of these substances discharged into the environment is minimized, only for specific purposes:
a) Until August 26th 2015 on the wetting agents in controlled processes in electroplating systems,
b) Photo-resist or anti-reflective coatings for photo-lithography processes,
c) Photographic coatings applied to the film, paper or printing plates,
d) Mist suppressants for non-decorative hard chromium (VI) in a closed system,
e) Hydraulic fluids for aviation.
The Report on progress in the elimination of PFOS for purposes of paragraphs 5a, 5b, 5c and 5d have to be submitted to the Agency for medicines until March 1st, every four years.
Note: when the production of the compounds listed in item 5 takes place in facilities that comply with the regulations governing the integrated prevention and pollution control in environment, must apply the relevant best available techniques to prevent and minimize emissions of PFOS.

Conditions for import:
In Norway PFOS is regulated according to Regulation (EC) No 850/2004. See attachment.
The production, placing on the market and use of substances listed in Annex I to Regulation (EC) No 850/2004, whether on their own, in preparations or as constituents of articles, shall be prohibited. Derogations that that apply in Norway are applicable for PFOS are listed in Annex I:
In Norway approved specific exemptions and acceptable purposes under the Stockholm Convention. Use in the categories of:
- Photo-imaging
- Photo-resist and anti-reflective coatings for semi-conductors
- Etching agent for compound semiconductors and ceramic filters

PFOS in fire-fighting foam are regulated in the Norwegian Product Regulations 2-9:
It is prohibited to have firefighting foam that contains 0,001 per cent by weight or more of PFOS or PFOS related compounds.
Firefighting foam that contains 0,001 per cent by weight or more of PFOS or PFOS related compounds shall be delivered to an approved facility for destruction.

1. Production, placing on the market and use shall be allowed for substances and mixtures when concentrations of PFOS as impurity are equal to or below 10 mg/kg (0,001 % by weight).
2. Production, placing on the market and use shall be allowed for semi-finished products or articles or parts thereof, if concentration of PFOS is lower than 0,1% by weight, calculated with reference to the mass of structurally or micro structurally distinct parts that contain PFOS, or for textiles or other coated materials, if the amount of PFOS is lower than 1 g/m2 of the coated material.
3. SRPS standards for determination of quantity of PFOS shall be used as analytical methods for proving compliance of substances, mixtures and articles with requirements laid down in points 1 and 2.
4. Use of articles already in use before 25th August 2010 containing PFOS as a constituent of such articles shall be allowed.
5. If quantity released into the environment is minimized, production and placing on the market of PFOS is allowed for the following specific uses :
a) until 26 August 2015 , wetting agents for use in controlled electroplating systems,
b) for photoresists or anti-reflective coatings for photolithography processes,
c) for photographic coatings applied to films , papers or printing plates,
d) for mist suppressants for non-decorative hard chromium (VI) plating in closed loop systems ,
e) for hydraulic fluids for aviation.
Progress Report on elimination of PFOS for uses referred to in points 5a), 5b), 5c) and 5d) shall be submitted to the ministry in charge of environmental protection every fourth year by 1st March the latest.
Note: When production of mixtures listed in point 5) is conducted in accordance with legislation which regulates integrated prevention and control of pollution of environment, all appropriate best available techniques must be applied to minimize the release of PFOS into the environment.
Singapore Final decision Consent to import only subject to specified conditions 12/12/2021
Conditions for import:
A hazardous substance licence is required for the import of the chemical.
Legislative or administrative measures:
The chemical is controlled as a hazardous substance under the Environmental Protection and Management Act (EPMA) and its regulations. A hazardous substance licence is required for the import, export, storage, use and sale.
Remarks:
The National Environment Agency does not have a chemical registration regime but it requires a valid hazardous substances (HS) license for the import, export, storage, use and sale of chemicals that are regulated as hazardous substances under Environmental Protection and Management Act (EPMA) and EPM (HS) regulations. This includes PFOS and its derivatives.
Some illustrations for the application of the imported chemical include trading, chrome plating, electroplating and metal finishing, R&D and laboratory analytical purposes.
South Africa Final decision No consent to import 12/06/2022

This group chemicals are currently not registered under the Toxic Chemicals Regulations 2007. Sulfuramid which was registered has been deregistered and withdrawn by the Pesticides and Toxic Chemicals Control Board. As such no imports will be allowed and no import licenses to do so will be issued.

-This chemical is a persistent organic pollutant (POP) and its import and export are banned under the Stockholm Convention to which Tunisia is a Party.
