Pesticide Formulations

             In this section you can find information on all the proposals for severely hazardous pesticide formulations causing problems under the conditions of use in developing countries and in countries with economies in transition submitted to the Secretariat after September 1998 and found to meet the information requirements of Part I of Annex IV of the Convention.
                Summaries of all the proposals may be found in the Rotterdam Convention database.
Appendix V of the PIC Circular includes information for those proposals for chemicals that are not listed in Annex III of the Convention. It also includes a reference to the PIC Circular in which the summary of the notification was published.
              Finally, you can find information on the process for the submission of such proposals as well as copies of the relevant forms and instructions developed to facilitate this process. 
Proposals for severely hazardous pesticide formulations (SHPF)
             Under Article 6 of the Convention, any Party that is a developing country or country with an economy in transition that is experiencing problems caused by a SHPF, either due to human health or environmental problems in its territory, may propose to the Secretariat the inclusion of the formulation in the Convention. The proposals must contain the information specified in Part 1 of Annex IV of the Convention and be submitted by the DNA of that country to the Secretariat. In preparing such proposals, the DNA may draw upon technical expertise from any relevant source. Upon receipt of a proposal the Secretariat must verify whether it meets the information requirements of part I of Annex IV of the Convention. If the proposal is found to be complete a summary is prepared and published in Appendix II, Part A of the PIC Circular. The summary briefly describes the formulation, how it was being used when the incident occurred and the adverse effects observed on either human health or the environment.
             To facilitate the implementation of Article 6 of the Convention, the Secretariat has developed two forms one for reporting on environmental incidents and one for reporting on human health incidents. The forms and instructions are intended to facilitate the collection and submission of information in support of a proposal for listing a hazardous pesticide formulation in Annex III of the Convention by developing countries and countries with economies in transition.
