Obligations of Parties
Article 5 of the Convention sets out the obligations of Parties with respect to notifying the Secretariat of their final regulatory actions to ban or severely restrict a chemical for health or environmental reasons. If a Party takes a final regulatory action to ban or severely restrict a chemical for health or environment reasons, it shares the information with all Parties by notifying the action to the Secretariat.

Appendix V of the PIC Circular contains a tabular summary of notifications for chemicals that are not listed in Annex III of the Convention, submitted to the Secretariat after September 1998, for both notifications verified to meet the information requirements of Annex I and notifications verified not to meet the information requirements of Annex I.

Notifications for chemicals not yet included in Annex III of the Convention and for which the Chemical Review Committee (CRC) has found to meet the criteria of Annex II to the Convention.

General information

To facilitate the submission of notifications of final regulatory action and the implementation of Article 5 of the Convention, the Secretariat has developed the following two options:

  1. An on-line notification of final regulation form that guides users through each section and provides assistance in completing it, such as pointing to further sources of information.
  2. A Word version of the form and instructions:

The completed forms should be dated and signed by the DNA and submitted to the Secretariat.
